Palpatine was originally from the planet of Naboo.  An unassuming man, yet politically savvy and well-spoken, he quickly rose to the rank of Senator.  Palpatine was also schooled in the ways of the Dark Side of the Force, by means which have been lost in the mists of history.  He rose to the rank of Sith Master.All of his gifts were required by the times in which he lived: seeing the endemic corruption and incompetence of the Republic, he quickly realised that the present system could no longer be sustained and set to eliminate it.

Using a combination of shrewd political moves along with the operations of his Sith apprentices, Palpatine succeeded in establishing the New Order, with himself as Emperor.  The new Imperial Navy kept the peace, and the corruption of the past was quashed.However, the peace was uneasy, and the Emperor faced a new challenge in the form of his apprentice Darth Vader’s offspring, Luke Skywalker.  Skywalker destroyed the first Death Star, and began to tempt Vader back from the Dark Side, a temptation that was ultimately successful, as Vader killed the Emperor, and in the process, the Empire.
